Moffat was everyone's favourite writer during RTD's era, though. I haven't seen any debate in ages but it was always as someone else said, that his long-term plots fall flat and people dislike him as a showrunner.

I can't watch DW anymore. Whenever I resolve myself to give it another try,I always think of him and Neil Gaimen getting all smug about Idris saying that the TARDIS door says "pull to open" in The Doctor's Wife and that is the best way to explain how my favourite show my entire life became my least favourite. They were literally clapping each other on the back about it and oblivious to the fact they'd got it all wrong completely on multiple levels. I kept watching the show for the rest of that series but it didn't bring me any joy whatsoever and I finally quit. I tried to get back into with Twelve but again I couldn't find anything likeable in the show and finally gave up for good. The fact that Moffat wrote so many of the best episodes of NuWho makes what he's done as showrunner all the more galling and he's killed it for me.
