Moffat is definitely a good standalone writer but he's a mess whenever he needs to write consistent characterization or stay within the lines of his canon (those god damn angels) or have an overarching plot that pays off and isn't full of holes.

I think Moffat is also better when he has some constraints, I think RTD actually helped him improve his writing.

RTD definitely has some weak episodes under his belt as well, but I think the one thing I can say for sure is he was a better showrunner.

Moffat is fantastic when he has constraints. Press Gang will always be his greatest work.
