In that case, the chick with brown eyes wouldn't have black hair either. More like a very dark brownish plum.

Sabine isn't a good example. She dyes her hair a lot. :)

It's black. Having an undercurrent of another color like blue, gray, brown (or sometimes green or purple, in anime) is just an animation style to add dimension and variation to an otherwise flat color. Also makes branding/marketing easier by making characters more distinguishable when in toy form.

people with "black" hair often have different tones to their hair. in the sun, someone with black hair could have a reddish tinge or a blue or purple tinge. they still have black hair. Rebels featuring other characters with black hair who don't have a blue tinge to them doesn't mean theirs is the only type of black hair in existence. it's a cartoon, it's exaggerated.

Just looking at those three shots though, I would have assumed it was just a lighting thing? Like how people's hair looks different shades depending on the lighting?

Nah, Ezra's hair is pretty dang blue no matter the lighting. Pryce's (Blue eyed woman) is very stark black and Sabine (Brown eyed woman) is in disguise in that shot. In Season 1 Sabine's hair was almost the same as Ezra's if I remember right, except for the orange streaks.

Blue-black is a real hair color.

Hair comes in more than one shade of black.
