I'm not sure it's entirely fair to blame them for not blowing the whistle. The entertainment industry is a small world and the writer/director you out as a asshole today could be in charge of deciding whether or not you get hired somewhere else down the line. Not to mention that every other asshole director who considers perving on young actresses one of the perks of the job will think twice about working with you.
