I think Furudate underdevelops Daichi and Ennoshita so they don't overshadow the main characters. Haikyuu is mainly about Karasuno's first years, so even Noya and Tanaka are less developed than Hinata/Kageyama/Tsukishima/Yamaguchi and arguably even Yachi. It'd be too much to develop every member of every team, it's just that where the focus goes for the main team is different from the other teams.

Daichi and Ennoshita's personalities are not similar at all.

Daichi has always been focused on winning ever since he was little, and he always had the strength to do everything he can to improve himself even when things were hopeless. He is a softie but his senpai taught him to be strict for the sake of the team.

Ennoshita on the other hand didn't care about volleyball all that much. The hopeless situation suited him and the moment he faced the hard work he needed to do to win he ran away. It resulted in him realising he cares about volleyball more than he thought and so he went back. (By the way as someone who has been in a similar situation, I know just how difficult it is to go back even if you want to. I couldn't.) He is no softie, he really is somewhat strict so he does what he can to make sure his teammates don't stray too far from how they should be behaving. His complex over running away is making him hold himself back but we're seeing more and more of him as he gets over it. And at no point have I seen him act like being around his teammates is a chore..? Having to hold them back, maybe a little.

And then there's the role of captain in Karasuno. With all the personalities in the team, the captain needs to keep them in line, make sure they don't clash, and do what they're supposed to do. A "babysitting role" especially necessary during matches. Tanaka is a good senpai, and I'm sure he'd do well as captain, but Ennoshita fits the role better. Tanaka would need to suppress his normal personality as a captain the way Futakuchi had to. Ennoshita can just be himself.

TL;DR There are distinct characters and character development there, if you bother to look past their lack of quirks and how normal they are. Same goes for Asahi too by the way.

Yeah, I always thought that the whole point of Karasuno's captains being generally grounded and down-to-earth was because the rest of the team is so wild. Like, Bokuto can be random and over-the-top only because the rest of his team functions as his grounding influence. If Karasuno had a captain like that, they'd implode.
