#1 and #4 I agree with, though #4 doesn't actually make a Dawn/Xander relationship more problematic in a Watsonian sense.

#2 and #3 I do not care about at all. It's a squick for some people, and I respect that, but there's nothing inherently wrong or toxic about it.

I agree with you about 2. But 3 absolutely, if you knew them growing up and you were an adult at any point when they weren't, then I do think there is something inherently problematic about that. In real life anyway. People can ship what they want. A little squicked that it got written into the comic that is supposed to be Buffy canon, though.

Maybe if you knew them at ten, and you were twenty, then yeah, that becomes dubious. Which is to say, if you knew them as a child—when you were an adult, then it becomes dubious. If you knew them as a kid when you were mid-teens, or if you knew them as a mid-to-late teen when you were in your twenties? Nope, don't care.

It's not my business what two legal adults wanna do together.

Yeah, agreed. If we were talking like a ten-year age gap here, then that would be weird if they'd known each other growing up. But five years? That's nothing.

Tbh, I think I'd be less weirded out by the whole thing if Dawn hadn't been played by an Actual Teen, while the Scooby gang actors were all adults even in S1. I know the age difference between the two characters was only supposed to be five years, but the actor age difference is like fifteen, and it showed.

They may not have actually known her as a kid, because she never actually was a kid. Xander and Dawn have memories of knowing each other when Buffy was 15 (season 1) and therefore Dawn would have been 9 or 10.
