Okay. But it's still got an overwhelming institutional issues, which is why it can't be used. Prejudice and bigotry don't have institutional connotations, which is why they can. The institutional nature is what's important. I probably should have made that clear. I had to keep discrimination out, because it has legal connotations that do imply institutional issues, but is generally neutral as a word.
