20. I really dislike the idea of one person "deserving" someone more. It doesn't matter if she doesn't love him! Nobody "deserves" anyone more than anyone else, all that matters is who they love! She canonically loves Sakura in more than one world, so I find it hard seeing her loving him, which is really my only issue with with pairing. He's so different from Sakura and her soul obviously loves her. Plus she looks like his mamma.

I dunno, ship what you want, but using "she deserves him more!" as a reason is kind of lame. She was happy on her own in CCS, having a relationship doesn't automatically mean she'll be happy. If she and Kurogane hook up, it should have nothing to do with her "deserving" it more than someone else. Love isn't based on who deserves love more! If it was the world would be a totally different place.
