I believe she said "150 pounds overweight", in other words, Overweight + 150 lbs, so she's probably able to compare herself with that picture.
But I do agree with the rest of what you said -- "fat" cosplay can be well done, but it's not well done when you try to dress up as twigs - accuracy is kind of important in cosplay, and being grossly overweight when your character patently isn't kind of ruins it. (I have a lot of respect for overweight women cosplayers who can pull off characters that are supposed to be curvaceous - but I encourage the use of a corset, not, uh, letting your stuff hang out like in OPs picture)
