Yeah, it's my understanding that the phrase is repeated on purpose not so much as an homage to the move but as a statement about the nature of both the film and the show. It's not stating that it's factually based or even kidding about being factually based anymore, but really using "true" as a modifier, so as a poetic way of saying that it's very made-up (as in, this is very much a story).
