Yeah, it's slang. The kanji is normally read like kateikyoushi, but the author has gone out of their way to have it pronounced as 'katekyo'.

Like how in Deathnote, Light is written with the kanji for moon, but pronounced as Light. People would call you retarded if you read the kanji literally and ignored the pronunciation there, it should be the same here.
