138. I understand your pain. I also understand the other side of the picture, considering I've played in (and twice helped run) canon weyrs exactly like you're describing. The problem is that 95% of the people who come in do just want golds and bronzes because they're shiny and Special, and--worse yet--they tend to drop out pretty fast when they find out that even the Shiny Colors don't make the game all about them. How are we supposed to figure out who the other 5% are without a testing period?
That said, I do have a suggestion for you. If you open your own game, with your goldrider as the Weyrwoman (or, if that's not part of your scenario for her, have an NPC Weyrwoman or similar), you can start out that way. It is, and I will be honest here, how the first site-founders of my Pern RPing circle started their games and got their golds, and it's how a friend and I I kept our golds (and other established riders) when that game series closed and we wanted to keep playing. Hell, if you want to give other people the same chance, maybe make your rules have some kind of provision for it. There's absolutely nothing wrong with it, really. ^_^
