That looks and sounds very similar to a roleplay that was on GJ a few years ago. (Only humans, post-apoc modern day Tokyo, 733T organisations, etc.) Sadly it was overrun with godmodding twinks when the mod went MIA for eight months, then when she returned she deleted it. Woe.
