That's always how I took it, too. I always read Cid's behavior as being generally bitter, moreso at the world than anything and funneling it in a bit more concentrated amounts toward Shera, because she's a convenient scapegoat and he's human. He's not trying to keep her down or make her pay, even if he's not dealing with the situation as maturely as he could. And canon does show some promise for them to be able to work through it.
