No, they can adopt a White POV of other races. But can they actually be racist? No, they don't have any real privilege that comes with being racist. They might have the 'model minority' privilege but like passing privilege, it's not real and is only used more to discredit other minorities by White people than anything. They can be prejudiced though.
Most native Japanese most likely never met a Black person in their lives, if they do, it's rarely more than a minor encounter. So where is their usual exposure of Black people? Through media. And when media rarely portray your race outside of harmful stereotypes, people are going to think that's how all Black people act. Hell, if they met and befriend a Black person, they will still think that what the media shows is true and you are just an anomaly. Fuck, some of my friends who are Asian-Americans who live in NYC think this bullshit, it's no surprise Asians outside of America act the way they do.
