I never got the impression they were dressed like that to look sexy, tbh. I thought they were supposed to look creepy and over the top. One, because it's Mortal Kombat game and everything is over the top in those. And two, because Shao Kahn is a disgusting excuse for a human being who forces the women around him to dress like slaves.
