You haven't been reading the right kind of fic, it seems. Or at least your sampling of it hasn't been too broad. There's some awesome writing out there, just scratch past the surface of fic aimed at/written by 14-year olds. Fics written by people who know their shit because they've been at it for years, with honest-to-God structure and characterisation and PLOT! not just characters smooching and bumping uglies.
