I don't know, I think this is a good question. I think it's very normal and common for pre-teens and teens to not only feel attracted to older people but also see it as somewhat normal. A lot of times, you just don't see yourself as "a kid" when you're actually a kid. I remember crushing hard on my twenty-something art teacher when I was 12, and even though I understood in a basic way that nothing could happen between us, the thought of something happening didn't exactly feel wrong at the time. Now, of course, I'm 24 and the idea feels very wrong. But I didn't need to be exposed to lolicon or shotacon to feel that way, and I don't think my feelings when I was 12 were wrong. What would have been wrong is if my teacher, the adult, acted inappropriately. The responsibility really falls on the adults who should know better.
I'm not really concerned about young people writing fiction about young characters with older ones. Like I said, I think it's a fairly common fantasy for young people to have.
I think the question is more whether or not seeing fiction or art that depicts young characters in pedophiliac/ephebophiliac situations normalizes it too much. That, I see as a bigger concern, and I'm not sure what I think.
