I think it was a combo of the work environment, Ecclestone not wanting to be pigeon-holed as "the Doctor" or as a sci-fi actor, and from what I understand, someone higher up in the decision making process (be it producers, RTD, whoever) didn't exactly care for him. And then the timing worked out on David Tennant, so there it goes. But it's been a while since I read up on it.
