I say "as long as they don't act on it" but that statement is never followed by or implied to be be followed by "you shouldn't judge someone for just wanting to rape a child," because someone who actively "wants' and desires to rape a child is suffering from a serious psychiatric disorder and needs help. I don't think anyone- here, at least- has ever said "you shouldn't judge someone for just wanting to rape a child." And, if they have, they are wrong. Again, someone who actually wants to rape a child needs help.
But, fantasizing about something is not always wanting. A person's fantasy life can be distinctly removed from their actual wants and they may have no desire to actually carry out any fantasy act.
So, looking a loli/shota does not mean that someone wants to rape a child. Getting off to loli/shota does not mean that someone wants to rape a child.
