Celestia confused power with ability to direct that power. Celly has more power in total (ability to raise the sun/or not, ability to send people to the moon, etc, but that doesn't mean the power can be brought to bear the same way as someone else's power. Celly lost to Chrys because she forgot that. Like how we humans can destroy any animal on the planet with our weapons, but if we get into an arse kicking contest with a porcupine we're in for a world of hurt (in this case a pony powered by love and whose main weapon is the power of love, tried to defeat with weaponised love a creature who feeds on it).

Or like in Greek mythology various less powerful gods would get the better of more powerful ones from time to time depending on circumstances and personal domains.

Eh, for the minor thing even a lot of THAT is interpreted very differently. For one thing, the age of consent and laws of consent can vary widely by country or even by state/region, and even after discounting for law there's a massive aspect of cultural norms (i.e. where I grew up, having sex at ~15 was often socially acceptable, even though the age of consent in my state is technically 18, though some of our communities were more conservative about it while others were even more lax). So if your character is 16 or 17, a lot of people would consider that practically an adult having sex, while others will still see them a as a child. (Amazingly few people seem to think of the late teens as a gray area between adult and child when it comes to social, psychological, and moral acceptability of their sexual activity, even here in fandom) And believe it or not, implying your character's promiscuity is only because of a boy's youth can lead to its own set of social justice complexities/unfortunate implications (though it won't be slutshaming on its own, it can be interpreted as feeding into the overall stereotypical sexual narrative that fuels slutshaming).

If your character being a minor is a part of the psychology behind his sexual choices and/or the plot, I'd personally recommend putting the emphasis on his individual immaturity (there are amazingly mature teenagers and amazingly immature adults, so it makes his bad sexual choices more connected to him as a person rather than him as a "child"). That said, I don't know what your fic is about or who your characters are (and while I can take a few guesses I honestly don't even know what fandom it's for) so the judgement is ultimately up to you, what you think is appropriate, and what your fandom is like/how it reacts to this sort of thing. (Some fandoms get incredibly up in arms about social justice, while others barely care).
