I honestly don't know in the book, but depending on the musical (and in the movie), Javert
1. Shows up when Fantine is being sacked, distracted Valjean from Fantine's plight 2. Tries to arrest Fantine when the douche claims Fantine hurt him with no provocation 3. Tries to stop Valjean from fulfilling Fantine's final request
It's not quite enough for me personally to not ship Valjean/Javert, but it's enough for there to have to be some serious repentance on Javert's part for it to make sense. >_>
