I mean, I agree that his later works haven't been very good, but that's only really since Unseen Academicals - Making Money and Thud were a little weak but I still enjoyed them a lot. I definitely subscribe to the idea that the best period of his work was the 90s and early 2000s - roughly from Maskerade through Night Watch.
Are the very recent ones overrated? Probably, yes, but I don't think Pratchett as an author is. I also don't really even think that you need to think that Pratchett's decline is due to his age - sometimes authors just fall off and lose their touch, it's kind of amazing he kept it up as long as he did in a way.
