While the left lane is called the passing lane, it's not always designed strictly for passing, you know. Multi-lane roadways exist to speed up the flow of traffic in general, and a big part of that involves separating the slow pokes from the speed demons. It's why passing sight distance isn't usually a consideration when designing single direction, multi-lane roadways: passing is not the primary purpose.
