Tammy II and Jean-Ralphio (and his twin sister) from Parks and Rec had some pretty hilarious scenes and they're great characters. I think they would get old really fast if they were major characters though so I'm glad that the show knew how to use them sparingly and effectively.

Gin Rummy and Ed Wuncler III from The Boondocks are also really fucking funny and completely absurd/psychopathic (Samuel L Jackson in particular was hilarious as Gin Rummy). Like the characters from Parks and Rec, they would have been terrible as main characters but the show utilized them well

Dr. Orpheus, Jefferson Twilight and The Alchemist from Venture bros. are also great minor characters although in their case I definitely wouldn't have minded seeing more of them. They're fantastic

Venture Bros! Seriously that trio needs more screentime, especially Jefferson (haha a blackula hunter how awesomely silly and niche).
