My brother and I both had hair that colour when we were very young, but it darkened a lot as we got older; Mine's almost a brownish blonde now I'm an adult, and my brother ended up a sort of ... viking blonde? (it's yellowish).
So yes, natural silver blonde hair exists, I've just never seen it on someone older than ten.
