This could be the case with all the elves, they all seem to have long loose hair that they never put back or braid all the way (even though they pull back or braid bits and pieces of it to make all those fancy hair styles...).

Apparently Legolas' hair style is perfect for archery, but for close combat? There's also Glorfindel who canonically got pulled to his death by his hair.

Arwen did have her hair completely braided back when she was fighting at Helm's Deep (http://i.imgur.com/9EivzwY.jpg), but I suspect that decision had more to do with Liv Tyler's reported difficulties with the fight scenes than an attempt at a practical do.
