Yes. Roose said they were inseparable and got along well. Reek also taught Ramsay how to fight and was thought of to be just as despicable as him, so that should be a given he was not a tortured pet like Theon is.

Adding to what previous anon has said: Roose Bolton told Theon that he wasn't sure whether Ramsay corrupted Reek, or the other way around, which also argues for a measure of parity in loathsomeness.
