I agree with this but for this part:

which is obviously incredibly silly because someone's personal viewing preferences don't affect Doctor Who in any way whatsoever.

The show's producer do pick up on fangirls liking the sexy kind of Doctor that David Tennant introduced (yes, you can argue that some previous Doctors were kind of attractive but still the sex/romance angle was never played up with them). Viewing preferences can change the show if they are shared by enough viewers in the key demographic. And the Tennant fans were a very vocal group, causing some older fans to feel concerned that the show would extensively pander to that audience.
