IIRC, the tone of the musical in general makes this particular song more like "Now, now, don't flirt with those saucy secretatries, that would be so ~naughty~!" But it's been over a decade since I saw it, so maybe I'm misremembering.

Still better than the 'Bialystock and Bloom' secretary schtick in The Producers. But I get your point. They were having their anti-sexual harrassment cake and also eating it.

No, you're pretty much dead on. It's awfully smirky. And then there's the song "Cinderella, Don't Turn Down the Prince" wherein the secretary pool choir advises Rosemary (Finch's love interest and another secretary) to marry him. H2$ is a great, clever show and won the Pulitzer for a reason but it's definitely problematic.
