I guess it's all just taking what little tidbits of characterization and interaction we get and making dirty assumptions on that (and generally having my mind in the gutter).

(Sakazuki is always overfocused on just one goal, he would probably affirm his power through sex as he does with his over-the-top destruction when fighting.
Borsalino seems to enjoy watching people's reactions, that's where I get the 'tease' part from, but he's playful to the point of carelessness and maybe even a touch sadistic, depending on character interpretation. Either way he's probably really selfish. And he doesn't measure his power at all.
Kuzan just seems generally conflicted and sweet so he'd probably turn to sex as escape from that.)

Haha no need to apologize! You're right, I asked. :) Thanks for explaining. I'm not familiar with this show at all, but the characters seem interesting and that's a fun way to go about interpreting on them.
