Dude, I think you're assuming too much. I have heard people say similar things and mean it literally.

I've heard people say all kinds of stupid shit, it doesn't mean that the stupidest (and least likely) possible interpretation of everything I hear is the correct one.

The War on Terror wasn't some organic action that sprang from cultural zeitgeist. It was a specific series of actions undertaken by specific people in power, in a specific power structure.

That is literally what I'm trying to say, so I don't know what this is about. Said series of specific actions taken as a result of 9/11 --> War on Terror --> cultural shift.
