I've actually seen the opinion flying around that yes, if those foreign cuisine restaurants are not owned and staffed by and with people from that exact same culture the dishes come from, it's cultural appropriation because they, and in extension you are stealing money from the real foreign people who could sell you their food instead. Or something.
