Yes they are. Rowling pretty much made it plain as day in the books/movies.

She's since said they weren't really meant to be all evil... and the movies get a lot of things wrong. I agree that is sort of how she wrote it, but like many things, not necessarily how she meant it. I mean, she also made Slughorn seem like a bit of a perv and I REALLY don't think that's what she was trying to do. (Actually, re-reading HBP Slughorn seems like someone who had a meltdown he never really recovered from, which given the hell he went through is understandable.)

I think the House thing is more complicated than we give JKR credit for.

I didn't get "perv" vibes from Slughorn. I did get kinda unaware/favorites-playing teacher, but with good intentions.
