He probably didn't think of it like that, because it's not a culture which believes in marital rape. It may not have happened all the time, because he was indeed busy trying to get a record number of bastards and she was pretty good at convincing him he really wanted to go elsewhere. But he had no respect for her -- he hated her -- and he thought sex with his wife was his right.
And, Cersei broke all her vows, deliberately cuckolded him, exercised every scrap of power she had to make him as miserable as he was making her, and joined him in terrible childrearing.
They were crappy people who made each other crappier.
