John Scalzi is the current president of the Science Fiction Writers of America, and 2013 Best Novel Hugo winner. And no, he did not advocate ballot stuffing, all he did (as he does every year) was list his eligible works when nomination time comes around. It's basically a For Your Consideration post.

Suggesting that people vote for you (or other works that you like) is not "ballot stuffing".

Scalzi is no longer President of SFWA. Steven Gould is. They had elections and everything.

Scalzi used his blog to promote his own eligible work. It won. He also solicited his commenters to recommend works for the ballot. many others put together lists of recommended works for nomination. There's nothing wrong with that -- unless, apparently, you're not one of the Kool Kidz, in which case it's an abomination.
