Why not? I've done this (though admittedly, not when I've done fic exchanges, as my requesters were, thankfully, specific in what they wanted and didn't want).

That being said, maybe you can first contact whoever is running the fic exchange and ask they can have your requester send you at the very least, what he/she doesn't want in their fic? Because it would beyond suck if you wrote something and it turned out to be something the requester did want/like (both for the requester and for yourself since they didn't specify any dislikes initally)/
