But Hydra has been in the comics for decades. I haven't read or watched Winter Soldier yet and I think Hail Hydra is in all the Hydra stories I've read in all comics, not only Cap ones. It's certainly deeply associated with the group and the characters joke about the fact that's all they say often. It's really not a movie thing.

Fair enough; I'm an extremely casual reader of Captain America. I'm not saying Hail Hydra doesn't appear, just that I guess I noticed it far more in the movie than in the comics, and I guess I managed to miss the issues where it's a joke in-universe.
