If you have a big dog, you teach it to behave. It learns not to bite, not to snap, not to use its teeth in any way on a human, that unnecessary barking is wrong, they need to walk nicely on the lead, and that all four paws should remain on the ground when greeting people. This is because you recognise a big dog that's not been taught these things can be a danger.
But small dogs aren't as apparent a threat. It's cute when they bark and growl, adorable when they nip and pull, jumping just means they want to get closer to you for more fuss. Their actions don't register as dangerous because of their size, especially with the media never focusing on dog bites involving anything smaller than a staffie/pitbull, unless it's the victim.
So little dogs never learn that being aggressive and using their teeth is not acceptable. And so they bite and snap and growl with impunity, and their owners think it's a big fucking joke even when their little terrorist just nearly took a chunk out of your bigger dog that would be put down for certain if they retaliated in self-defence.
