It's most likely a reference to the Harlan Ellison story, 'The Beast that Shouted Love at the Heart of the World.' For some reason, it's popular enough in Japanese sci-fi circles that it's been used a few times for things like anime episode titles, including once in Evangelion. (Part of the reason could be that the 'love' in it is usually translated as 'ai,' which sounds just like the English letter/word 'I', which thus leads to many possible puns and plays on the term...)
