Thoreau was. Orwell was just personal reading. (I actually brought a flyer about piracy as civil disobedience into lit class--it said "Steal this flyer," so I did.)

Hmm, technically, yeah. Unless they were trying to do some weird reverse psychology thing to get you to not steal it. *shrug*

If a store sells shirts that say "steal me", taking one without paying for it is still stealing.

If it's a pile of fliers, obviously you are meant to take them and it isn't stealing. If it's a single flier tacked to a wall, then arguably it is stealing.

And civil disobedience has never meant disobeying everything.

I'm guessing it's a reference to "Steal This Book" by Abby Hoffman. But you can't really steal a flyer so yeah.
