Well, not all the show. You can tell which Super Hero Fraser is channelling by what Fraser is wearing. If he is wearing the Red Serge then he is being Superman today, and is all noble, honest, and strong enough to do virtually any super-feat. If he is wearing his darker "office" uniform, then he is being Batman and someone is about to get his ass-kicked. And if he is in Flannels then all bets are now officially off, anything can now happen.

To be fair, for most of the show his job is officially at the Canadian consulate, for which it is somewhat more plausible he would be in dress uniform.
