Scorpius is a terrible name by Muggle standards, but it seems about right for Malfoy traditions and well within the bounds of acceptable wackness by general Wizarding standards. And unless things have changed a lot in the W. World, that's what matters -- it's not like lil' Scorpers is going to have to get a job in the private sector and fall victim to prejudicial resume sorting (though I would read that fanfic). It's probably a family name.

Also, Scorpius has a direct correlation to Scorpio, the constellation, and there is an obvious tradition in the Black family (Narcissa's family) for constellation names, which managed to get passed onto Draco.

That means Draco is honouring a family tradition - one from his mother's family.
