Different anon, but no. I am a person uses a wheelchair. My wheelchair does not limit my mobility, it makes me mobile.

but "limited mobility" probably doesn't refer to a wheelchair, but a person who can't or has trouble walking.

Yeah, but that defines mobility as being able to walk, and that's just not accurate. I may be differently mobiled (which sounds stupid, so I wouldn't use it), but I'm not lacking mobility.
