The only thing that really phases Rumpelstiltskin is his loved ones' disapproval. The murders he committed when he first became the Dark One (Hordor's soldiers, the poor mute maid, the man with the cart) all helped drive Baelfire to the point where he sought help from the Blue Fairy, so those paved the way for Rumpelstiltskin to lose Bae.

Milah's murder set Hook after him and meant Hook sold Bae to Pan and tried to kill Belle three times. I would have liked Belle to flip out a little more that Rumpelstiltskin murdered his wife, jfc, but apparently characters are only allowed to react to shit as the plot demands, rather than the other way around, and the writers didn't have time for Belle to react like a human rather than a Stepford robot.

I'd say arranging for Cora's death, killing Tamara, and killing Zelena were all, if not justified, at least understandable in a way the other murders weren't. Cora was all set to become the new Dark One, and judging by her priorities even before she learned magic or ripped out her heart, she would have been even more a monster than Rumpelstiltskin, Regina, or even Zelena ever were.

He and Tamara both thought she'd killed his son. Zelena set up either Neal or Belle to die (in a truly OOC, Neal was genre savvy enough not to open the creepy vault because he's probably seen The Mummy/Indiana Jones kind of way), and then gloated when Neal died, as well as holding Rumpelstiltskin, and his free will, prisoner for almost a year. When everyone, especially Belle, finds out about Zelena (and they all will, this is OUAT, contrived drama drives the whole damn soap opera) he's definitely going to suffer.

I'd say the only murder he's gotten away clean with is Gaston. And my headcanon is that Rumpelstiltskin rooted the bit of stem Belle snipped off and he's now quite a handsome climbing rose in the gardens. Not because I don't believe Rumpelstiltskin is a murdering bastard. He totally is. But a) it'd be funny. And b) Robin McKinley's Rose Daughter.
