Since Sebastian Stan has a 9 picture deal, I'm thinking that's not going to happen.

And like others have said, MCU seems to take a broad interpretation of comic storylines. They could use an Asgardian device, Tony could build something, Steve could just call him Bucky a lot, the Winter Soldier keeps visiting museums and other assorted source of information, it could wear off (given his healing and that they seem to do the mind wipes with some regularity), or, you know, someone could hit him in the head.
