They kind of did already... the translatable parts of the story showed up in Cap 2 (along with a lot of the "Who can you trust?" crap from Secret Invasion.)

A full scale Civil War movie makes absolutely no sense since there aren't any secret identities and SHIELD already HAS a registry. That and there are only a handful of heroes in that universe. It's not like in the 616 where there are thousands of them.
