But it's not like proper westernised stuff is unheard of right. Like Black Lagoon, Jormungand etc have it down to pat. Has that not penetrated the wider cultural conscience of shooter fans or what?

Sometimes male fans doing gen will do proper Westernized stuff (though sometimes even then it's more true to the JSDF than the militaries abroad, which is always jarring) and at least one of the fujoshi also does it pretty damned well - though it turns out she's Korean. I'd say most of the time they don't care and/or aren't interested in that when it comes to fanshit. The girls want kawaii versions of the characters and the guys want kawaii girl!versions of the characters. Few actually want to sexualize the grizzled ossans of shooters, and many of those who do turn out to be gay men. They're just so far outside of the Japanese masculine ideal as to be almost comical.
Bear in mind that the broad popularity of FPS games and their attendant culture of militaria are a very, very recent phenomenon in Japan. It was rare to find anyone who played kusoge when I was there in 2005-06 even amongst the nerdiest nerds, and only the hardcore Americastans had Xboxes and played HALO. Plenty of my D&D-playing ultradork companions from the moon kingdom had never played Wolfenstein, DOOM, or even Counterstrike. Then dubbed release of MW2 got the ball rolling, then BF3 became explosively popular. It's virtually all a post-2009 phenomenon. Give it time; they're getting better. (One popular fujoshi artist has gone from drawn vaguely gun-shaped black blocks, to half-decent firearms that belong to the wrong military but were probably the first reference that came up on Google image search, to lovingly detailed personalized weapons appropriate to each character from each nation, all in the course of two years.)
