Not the OP, but I agree.

I sometimes use that assumption to filter fics on AO3 in new fandoms: it's not 100%, but it's a useful measure, just like the ratio of hits to kudos.

I agree too.

Although in my case, I evaluate based on the comments-to-hits ratio, just because kudos come so cheaply.
