Yeah, in a small fandom I used to write in, everybody not only expected concrit, they requested it. I can't guess the number of fics I read where the writer requested concrit and feedback. That fandom had the highest average level of fic quality I've seen.

We also had enough of an established community that every fic got comments; it was sort of a rule that if you read it, you'd say you did and find something to make a remark about, even if it was only to point out a typo so the author could correct it.
